For high-level student athletes the costs associated with tuition, travel, equipment and housing can often represent huge financial barriers. Together with the Canadian Sport Institute Calgary, ARC has created the ARC Resources Inspiring Excellence Scholarship. The objective of the scholarship is to lower financial barriers and enable student athletes to reach their full potential while continuing to be strong members of the community.

Each year a $5,000 scholarship will be awarded to selected Olympic hopefuls who are enrolled at a post-secondary institution. The scholarship is unique in that the recipients are chosen based on both academic merit and athletic achievements. ARC’s goal is to inspire excellence by enhancing academic and athletic opportunities available to the scholarship recipients.

The Scholarship is an extension of ARC’s Inspiring Excellence Initiative which was developed in partnership with the Canadian Sport Institute Calgary in 2003. Inspiring Excellence embodies ARC’s commitment to culture, work ethic and dedication.

ARC is pleased to introduce the 2016 Scholarship Winners:


  • Carla Shibley

    ARC is pleased to introduce Carla Shibley

    Sport: Road and Track Cycyling
    Degree: Criminology, Bow Valley College

    Carla is a para-athlete that competes in both road and track cycling. Carla was diagnosed with Starguard’s Syndrome at age 10 which leaves her blind in the central portion of her vision, with peripheral vision slowly retreating and no depth perception, which means that she is legally blind. She was introduced to cycling two years ago and will be starting her third race season in the spring. She has been very successful, winning a bronze medal at the Canadian Para road nationals in 2015, and a silver medal at a race in Montreal. She is now working towards making the Canadian National Para Cycling team and competing at the Tokyo 2020 Para Olympics. In 2015, she was accepted into the Criminology program at Bow Valley College majoring in youth justice. Eventually, she would like to either get her Social Work diploma, or go to University and get her Youth Counseling degree.

  • Matthew Soukup

    ARC is pleased to introduce Matthew Soukup

    Sport: Ski Jumping
    Degree: Bachelor of Business Administration, Mount Royal University

    At only 19, Matthew is one of the youngest members of the Canadian Ski Jumping Team. Matthew started ski jumping at the age of 8 and immediately fell in love with the sport. His best results to date are 3rd place at Canadian Nationals in 2016 and 11th place at the 2015 FIS Cup. He is currently taking classes at Mount Royal University and plans to complete a Bachelor of Business Administration with a major in marketing. As ski jumping is not subsidized by Sport Canada, Matthew has many expenses associated with travelling and competing internally. To supplement some of his expenses, Matthew also works part time as a line cook at a local restaurant.

  • Ryley Penner

    ARC is pleased to introduce Ryley Penner

    Sport: Kayaking
    Degree: Bachelor of Science, Mount Royal University

    Ryley has been competing competitively in kayaking for eight years and has spent the last six years on the national team as a junior and u23. His best results include being a four-time national champion as he moved up the age categories, placing second in the 2016 Open Canadian Nationals, and making it through to three World Championship semifinals. Ryley is currently working towards competing in the 2020 and 2024 Olympic games and to be ranked in the top 10 internationally. Ryley is currently studying geology at Mount Royal University with the hopes of completing a master’s degree in sedimentary geology, or hydrogeology.
